Clark was responsible for the implementation and management of the ongoing delivery of the Forest Worker Transition Program in two Forest Renewal BC regions. Because of the large geographic area, program delivery required strong contract management skills as the program is being delivered using a broad network of contractors. Other responsibilities included budget development and management. Effective implementation of the program also involved building working partnerships with labour organizations and other employment service agencies in order to ensure that the program is incremental to existing services, rather than duplicating funding and services available from other agencies. Additional responsibilities included working with the Job Protection Commission, Human Resource Development Canada and Ministry of Education, Skills and Training to provide quick response to mill closures or shift reductions and lay-offs of workers within the forest industry.
